About the Position

The position is for the project title ‘Jharkhand Integrated Development of Health and Nutrition (JIDHAN)’ which would be implemented in 6 selected blocks in 3 districts (namely Gumla, Khunti and Simdegaof Southern Chotanagpur region of Jharkhand. The public healthcare system in Jharkhand is relatively poor when compared to the national average and within the aspirational districts of South Chotanagpur it is more severe. With the outbreak of Covid-19 pandemic the situation is much alarming in context ofthe existing infrastructure and quality of medical healthcare service delivery mechanism. State struggles with basic supplies, PPE-Kits, testing kits, hospital infrastructure – in terms of basic-beds, oxygenated-beds and ventilator care. In wake of the fear of the pandemic, frontline-health system collapsed with frontline health workers not going out of homes; all non-COVID cases and routine services going out of radar. The state government despite its efforts round the clock, is struggling to keep the spread of the disease in check and ensure that non-COVID patients or issues continue be able to access healthcare services.

In the aforesaid context, the project aims at strengthening the community norms and practices for prevention, strengthen the primary healthcare system for disease surveillance and as the first line of response as over 75% cases are asymptomatic or mild and not requiring serious medical attention and strengthen the tertiary & referral facilities – both capacities and infrastructure. The prime focus of the project is to work closely in an embedded manner with Health department by strengthening the public health service delivery system, strengthening the quality of services both at the primary and tertiary levels and build capacities of govt. staff at facilities and Frontline Line Workers (FLWs) of Health & ICDS. Secondly to strengthen the community processes by community awareness on disease, build capacities of local leadership, improve health delivery governance on the ground and create/promote institutional quarantine or care centres for mild cases and finally filling the most crucial hardware gaps in consultation with the state government. Within this the following outcomes are expected:

  • Community awareness: Greater awareness in the community aspects related to COVID 19 prevention, health and other entitlements. Messaging targeted on behaviour change and Gram Sabha/ CBOs /community cadres oriented on multiple aspects related to COVID 19 prevention, health and other entitlements, to play the role of a change maker on the ground
  • Strengthening Community Level Institutional response: PRI Members (especially the Mukhiya) aware about the disease and the different protocols / guidelines issued by the GoJ on this, SHG leaders aware about the mode of disease spread, SHG and PRI leaders spread awareness and make efforts to create new social-practices for reducing spread of COVID-19, Scientific knowledge about the disease known by SHG members and Habitation based isolation centres functional
  • Establishment of Chotanagpur CSO Collaborative Platform on public Health: CSOs working on health issues mapped, Sharing mechanism - for sharing of knowledge products, relevant government orders and guidelines, IEC and collaterals on Public Health established, Campaigns on awareness building and protective measures on COVID 19 facilitated other blocks and CSOs engaged in monitoring of health services delivery and health governance through community mechanisms, collating data and sharing periodically with the state.

Job Description: HR Manager

HR Manager under the project is a positionto lead the planning, coordinating and implementing HR, admin and policies in the project. The role will have the overall responsibility for driving and institutionalizing HR best practices in the organization, working very closely with Project Lead. The incumbent is expected to develop deep knowledge of field, core programs, operations alongside the best processes, practices and models in Human Resources. This is a state level position based out of Ranchi, Jharkhand.

The key responsibilities will include the following:

  • Determining, implementing, monitoring, reviewing and evaluating human resource management strategies,policies as per organisation.
  • Advising and assisting other Managers in applying sound recruitment and selection practices, and appropriate induction, training and development programs.
  • Developing and implementing performance management systems to plan, appraise and improve individual and team performancerepresenting the organisation in negotiations with unions and employees to determine remuneration and other conditions of employment.
  • Developing and implementing occupational health and safety programs and equal employment opportunity programs and ensuring compliance with related statutory requirements.
  • Overseeing the application of redundancy and other employee retrenchment policies.
  • Monitoring employment costs and productivity levelsmay train and advise other Managers in personnel and workplace relations matters.
  • Administration: To review and support administrative requirements and to manage the key deliverables including Procurement, Travel, Conveyance, Communication, Vehicle Hire, Office Lease & Management, Office Notices & Display Board, Fire Safety & Compliance, Office Repairs & Maintenance, Office Stores & Inventory, Records Management, Annual Maintenance Contracts, Asset Issuance and Tracking, Event Management, Vendor Management & other relevant policies

Qualifications/Experience/skills/knowledge and expertise

Qualification:

Full Time 2 years’ Post Graduate Degree/ Diploma in Business Administration (HR/ Personnel/ Labour) from a government recognized university/academic institution.

Experience:

Minimum 3 years of post-qualification (starting after successful completion of minimum required education qualification) RELEVANT work experience (in subject related to the position) of working in project/programme for poverty eradication /livelihoods/social or rural development implemented by Government/reputed NGOs/Corporate Entities or relevant organization. Experience should include being engaged in programme implementation/support role. Experience of working with poor’s institutions and government systems would be given preference.

Skills:

Computer Skills – Excellent working knowledge in MS Office environment.

Language Skills – Very Good writing and oral skills in both English and Hindi.

Other Skills and Knowledge – public healthcare system in Jharkhand
