About the Position

The position is for the project title ‘Jharkhand Integrated Development of Health and Nutrition (JIDHAN)’ which would be implemented in 6 selected blocks in 3 districts (namely Gumla, Khunti and Simdegaof Southern Chotanagpur region of Jharkhand. The public healthcare system in Jharkhand is relatively poor when compared to the national average and within the aspirational districts of South Chotanagpur it is more severe. With the outbreak of Covid-19 pandemic the situation is much alarming in context ofthe existing infrastructure and quality of medical healthcare service delivery mechanism. State struggles with basic supplies, PPE-Kits, testing kits, hospital infrastructure – in terms of basic-beds, oxygenated-beds and ventilator care. In wake of the fear of the pandemic, frontline-health system collapsed with frontline health workers not going out of homes; all non-COVID cases and routine services going out of radar. The state government despite its efforts round the clock, is struggling to keep the spread of the disease in check and ensure that non-COVID patients or issues continue be able to access healthcare services.

In the aforesaid context, the project aims at strengthening the community norms and practices for prevention, strengthen the primary healthcare system for disease surveillance and as the first line of response as over 75% cases are asymptomatic or mild and not requiring serious medical attention and strengthen the tertiary & referral facilities – both capacities and infrastructure. The prime focus of the project is to work closely in an embedded manner with Health department by strengthening the public health service delivery system, strengthening the quality of services both at the primary and tertiary levels and build capacities of govt. staff at facilities and Frontline Line Workers (FLWs) of Health & ICDS. Secondly to strengthen the community processes by community awareness on disease, build capacities of local leadership, improve health delivery governance on the ground and create/promote institutional quarantine or care centres for mild cases and finally filling the most crucial hardware gaps in consultation with the state government. Within this the following outcomes are expected:

  • Community awareness: Greater awareness in the community aspects related to COVID 19 prevention, health and other entitlements. Messaging targeted on behaviour change and Gram Sabha/ CBOs /community cadres oriented on multiple aspects related to COVID 19 prevention, health and other entitlements, to play the role of a change maker on the ground
  • Strengthening Community Level Institutional response: PRI Members (especially the Mukhiya) aware about the disease and the different protocols / guidelines issued by the GoJ on this, SHG leaders aware about the mode of disease spread, SHG and PRI leaders spread awareness and make efforts to create new social-practices for reducing spread of COVID-19, Scientific knowledge about the disease known by SHG members and Habitation based isolation centres functional
  • Establishment of Chotanagpur CSO Collaborative Platform on public Health: CSOs working on health issues mapped, Sharing mechanism - for sharing of knowledge products, relevant government orders and guidelines, IEC and collaterals on Public Health established, Campaigns on awareness building and protective measures on COVID 19 facilitated other blocks and CSOs engaged in monitoring of health services delivery and health governance through community mechanisms, collating data and sharing periodically with the state.

Job Description: Project Lead

Project Lead under the Jharkhand COVID Healthcare Response Project is a crucial position responsible for steering the project towards the desired outcomes. The incumbent has to work closely with the consortium partners, NHM, state administration thus strengthening the supply side dynamics and an effective community engagement component is delivered through a vibrant field-based team. This is a state level position based out of Ranchi, Jharkhand and would entail extensive travelling in the operational blocks/ districts for ensuring effective implementation of the project.

The Project Lead will be responsible for facilitating necessary planning and implementation, building capacities of stakeholders and supporting the team in activity implementation on the different components of COVID-19 Response in the operational area.

The key responsibilities will include the following:

  1. Lead the program focused on Covid health care response and responsible for its overall management.
  2. Facilitate design and rolling out of Community Based/Habitant based COVID-19 response strategy involving the consortium members and other key stakeholders
  3. Coordinate with NHM at state level preparation of communication and advocacy initiative at state level particularly on prioritizing the need of the immediate health response mechanism.
  4. Responsible for overall planning, coordination and grounding of the project.
  5. Work closely with the community for the attainment of project deliverables
  6. Engage/ liaise with different stakeholder’s/ support organizations to ensure timely attainment of the project deliverables
  7. Undertake day-to-day management of the overall project including effective implementation and document progress towards the achievement of outputs.
  8. Coordinate with other CSO Consortium partners for effective delivery of expected project outcomes. Work closely and in consultation with the project advisory committees for execution of the decisions.
  9. Engage with consultant/ resource organizations for development of training modules, IEC.
  10. Undertake monitoring and review visits to ensure timely implementation of project activities and achievement of agreed milestones in a time bound manner.
  11. Prepare work plans, produce timely reports – financial and progress reports, generate periodic updates/ reports to be shared with donors and external stakeholders. Responsible for periodic reports both programmatic and financial to the donor ensuring its quality and correctness.
  12. Coordinate with the finance team for preparation of financial documents/ utilization certificates and other compliance related documentation.
  13. Support and mentor the team in preparing block specific plans/ strategies within the agreed outcome framework to ensure progress of the project in a time bound manner.
  14. Key role in the roll out of capacity building initiatives/ state events at the state level in close coordination with consortium. Ensure that all staff are trained properly in accordance to their role aligned to accomplishment of project deliverables.
  15. Liaise with consortium and other stakeholders and prepare plan and strategies in consultation with the partners/ consortium
  16. Review contracts with consultant/ resource organizations; work collaboratively and coordinate with consulting agencies/ individuals for success of project initiatives.

Qualifications/Experience/skills/knowledge and expertise

  • Applicants must have or a Postgraduate Degree/ Diploma in Management, or Social Science, or equivalent stream. Specialisation in community health would be preferred.
  • Candidate must have 7-10 years of experience of working in project implementation with specific focus to strengthening community engagement in health in coordination with the government departments.
  • Prior experience of working on participatory approaches to community health, Routine Immunization, IMNCI, MCH or similar experience is desirable and would be given preference.<?
  • Sound understanding on social development issues and the work of civil society.
  • Willingness to travel to the field extensively as required in the project.
  • Working knowledge in MS Office and other basic computer applications.
  • Effective skills for managing the reporting and documentation part.
  • Experience in coordinating/dialoguing with block, district and state administration.
  • Strong interpersonal and communication skills
  • Ability to lead a team independently and being able to provide mentoring support to the team.
  • Experience of working with government, service providers, civil society and media
